OFSTED PUBLISHES MUSIC REPORT

The publication of Ofsted's anticipated report, 'Music in schools: what hubs must do' with the subtitle "the challenging conversation with schools'' concerns the impact that Music Education Hubs are having on leading improvements on the delivery of music curriculum in schools. The Leicester-Shire Music Education Hub, led by Leicester-Shire Schools Music Service will act proactively in responding to this report that is challenging to both hubs and schools. We believe that the strong relationship that we have with our schools is a strong platform to build upon and to accelerate quality improvement in partnership with schools. However, we also recognise the challenges facing music curriculum leaders in both primary and secondary schools. This report urges hubs to completely reframe the nature of their relationships with schools and school leadership teams.

There are 9 Key findings and 11 recommendations for Music Education Hubs to impact more effectively on the quality of curriculum delivery.

There are 3 recommendations for schools:-

  • make better use of the provision and funding provided through hubs as part of the National Plan for Music Education;
  • expect music hubs to provide them with expert advice and challenge - the challenging conversation - and take action on this;
  • evaluate their musical provision more accurately, especially teaching and the curriculum, and seek training and advice as needed.

Music Education Hubs are being asked to create a "School Music Education Plan" to enable them to articulate clearly to schools what is available to support them and to promote closer working between schools and the hub. The Leicester-Shire Music Education Hub welcomes this and believes that we already have an offer to schools, but will redouble our efforts to ensure that this offer is extended. We will develop a framework that will enable the hub to support all schools in improving the music curriculum that will include offering "expert training and consultancy to schools, which supports school leaders and staff in understanding what musical learning, and good progress in music, are like". (Recommendation 5) We must ensure that as many schools as possible are able to engage in our CPD programme and will continue to develop and reshape this in response to this report. We are all committed to making the vision of the National Plan for Music Education a reality and the executive group of the hub will work at strategies to address the nine recommendations from this report.
